Photoshop:
Render>Lens Flare[x3] + Pixelate>Mezzotint>Long Strokes + Blur>Radial>Zoom[x2] + Duplicate Layer[x3] + Distort>Twist[50, 100, -50, -100] + Image Adj>Color Bal/Hue

It's a fun quick little background thing. Not really 3D, but I guess it kinda looks like it.
